Not certain, but believe participation at the the AFL/NFL level is required.

Bergeron never played a regular season game in the NFL, but he came close. He was drafted by the Seahawks and would have made the team except for an injury late in the preseason. Not sure if he played in any preseason games. I think he said in the Buck Ford / Brad Burnett podcast that the Seahawks asked him return for the next year, but he decided to take his life in a different direction.
