Y'all need to watch the rest of the feed. Dade was not drunk. He speaks clearly at several points on the video both before and after that clip.

The House convened at 9 AM that morning, and the video you're seeing is from around midnight. Everyone was exhausted, Dade (and I) included.

Whatever the reason, alcohol, drugs, standing nap, stroke, brain glitch from lack of sleep, or maybe a big slurp from an icee right before he stood, the guy definitely seems altered. If it was a temporary glitch, hopefully he can explain it to the world and clear his name. Also sounds like Paxton and Phelan are at war and taking character shots at each other.
