I think this is just one example of what is getting everyone so upset with this new School Board. They have not learned what their position is in the organization. Many people were upset with previous members because they would just "rubber stamp" what the Supt wanted. However, they understood that when they hire a supt, that person runs the District. The Board's only legal purpose is to hire a supt, set goals for them, approve the annual budget, and hear grievances. They should not agonize over each personnel recommendation. These recommendations are on the consent agenda and should only be pulled out to be discussed for extraordinary reasons. If the Board members feel that this position is not needed for budget reasons, they can remove it when they are working on the budget. Not after an individual has been recommended to fill it. When they begin to try and micromanage, they overstep their bounds. They hire the Supt and should let that person run the district. If they feel that the District is suffering, then they set new goals for the Supt or fire them and hire a new one. We now are have both the Supt and Asst Supt retiring early so they don't have to put up with this, what's next?
