This is what all the districts in my home county do and there’s like 23 ISDsConstruction plans could include a staged planning phase approach towards a final enclosed facility with climate control. Once the benefit of the initial facility has been documented for bad weather conditions across all sports, band, graduation student parent activities then parents (voters) more likely to endorse future improvement investments to complete the final phases. Auditorium improvements versus a first class facility?
Bus barn investment sounds like a business opportunity to outsource to a third party for a Midcounty wide bus barn servicing center instead of individual district private ownership.

Slight correction
They share (things like) purchasing, fuel, servicing etc for some of the districts but the bigger ones have their own storage etc
