what I am saying is that the business manager is the one that crunches the numbers and hands out those financial reports. Wherre else would anyone...Me, you, Randall, Curl, the board, etc, get their info except from the person in charge of that?
You are 100% right!! Maybe they'll believe you...??????

Yes, it is messed up! I even have to agree with the person who has been calling me names and giving me he** about anything I've said. The Business Manager needs to furnish accurate info to the board in a timely fashion or she needs to go. The problem here:: the board can only fire one person in the district-the superintendent. Now, YOU tell me and others what needs to be done.

For curiosity sake, where would you propose the board get their financial info? It was the business manager that reported a deficit and then also the one that report the "found" $$.

So the board has no access to any financial information except what the business manager tells them? I find that hard to believe.
Straight from two board members mouths: "The board cannot get involved in the day-to-day running of the District and must rely on the information that the super and other central offie administrators give them and one of those is the Business Manager. Questions have been asked repeatedly at the board meetings and members are constantly requesting accurate figures. Budget is due August 31st and the Bus.Mgr. did not give the board accurate figures of the previous year until November. Last year on Aug. 31st, the Bus. Mgr. reported that 08-09 budget had a deficit of 3.6 million. Later, 3.4 million more was located." What do you want the Board Members to do????

Sounds like the system is screwed up then. The board votes on money issues without direct knowledge of the money situation?

No, they have knowledge of the money situation as dictated from the business manager (right or wrong) and they vote accordingly OR they table until they have more info and THEN they get crucified by this message board!

AKI, you know I love you!! I was referring the the person who was calling me a liar, hypocrite, etc., when I was trying to explain. Now, does anyone see why we wanted new people on the board who would ask the right questions?

Wow, I was gone for two days, and low and behold, I believe all of my fellow posters seem to all agree on something!!!!!!

With this new information about money matters, it seems that a number of people may have had the wrong perception of Balsamo. Maybe if the figures were accurate at the time, Balsamo may have voted for the Alamo game.

The way I see it now, the teachers are the ones who should be mad. They did not get a raise last year because of this same information. How sad.

The teachers eventually got their contractual stipend, but it took a lawsuit to get it. Teachers and staff were told the district didn't have the money based on the financial reports provided by admin in August 09. They were told the district was over $3 million + in the hole. At the same time, the governor signed a bill providing all Texas teachers a small stipend on top of what their districts paid. Admin told the teachers the governor's stipend should suffice. They said they were under no obligation to pay contract stipends on top of the governor's money. Various state agencies disagreed. District was told repeatedly the governor's stipend was not a replacement for contract obligations. Teachers were forced to obtain legal representation. Lawsuit was started. The district would have been forced to provide all financial statements to attorneys for review. Lawsuit was dropped after over $3 million was "found" in the budget and the teachers received their stipends halfway through the year. Unfortunately, staff received no raises this year.

taking up for balsamo again .................. he voted no on alamodome game after sponsors publicly pledged money to cover expenses. his no vote on this issue had nothing to do with a projected budget shortfall. :thud: BF was told he would have to obtain sponsors and obtain them he did . i am not sure if SQUAW`S new board members are asking any different questions but they do passively resist BF on everything. how many more times can this issue be twisted and reincarnated ? it is what it is !!!!!! do like i have done and attend meetings .......... pay attention to what some of these ( new ) board members do , not what they say . and if squaw wanted new board members to ask questions for her .... well that speaks volumes in itself . look at the history of her post`s and how she has talked about some of our past & present elected officials . ???

I am not taking up for Balsamo. I am only seeing it for what it is. Apparently, he was not the only one to be told that we had a budget shortfall. Do the donations pay for all of the Alamodome expensives? If not, than I can see where he would not want the extra expense, while not paying the teachers for the stipend nor giving them a raise.

How funny some of our new posters are!!!! ::)Come on, YYZ, I don't own anyone, especially not any board members. You need to get a life! If you really read my past posts and you can comprehend, you would clearly see that what I posted then was the truth and what I post now is the truth. People were deceived about district funds. How can any board make informed decisions when the info they are given is inaccurate? Is that what you want? Inaccurate decisions and no accountability? FYI, I am not related to anyone on the board and I DO attend board meetings. Not all, but the ones covering budget and teacher issues I always try to make. If anyone tells you different, they are liars. Everyone is trying to get along together and I suggest that you try, also.

Seeing it for what it is :whiteflag:.................... after I did some investigating because I am also curious here is what i was told. The employee`s have always been given good raises in the past. Even during the years that wiggle room was tight some kind of a raise was given. A few years back some of the employee`s received anywhere from 10%-12%. WOW !!! Nice pay increase. Let me make myself clear :woohoo:............. the employee`s deserve every thing they can get. I think they play a huge part in the success of PNGISD. But a trustee that would hide behind them  as an excuse to damage another department ................... ???

I dont know where you are looking, but let me assure you, as an employee of the district, I DID NOT get any kind of raise at all last year. The teachers got what the state mandated AFTER a lawsuit was threatened and only after $3 million appeared out of thin air. I think everyone that is pointing fingers at the board, past and present, needs to look deeper into the district and find the real problem. I commend any board that will vote their conscience and not follow the leader. I applaud them for asking questions and trying to hold people accountable for things. I love BF and all of the coaches and what they have done for our school. If what he wants is fiscally responsible then I say go for it, but if not, kudos to the board memebers for saying no. I am sure BF won't take it personally if the money is not there!

allstarmom..You are sure Coach faircloth won't take it personally if the money is not there? What does that mean? The money IS there. This whole issue is about REPLACING a coach, NOT ADDING a coach. That means that the money had to be alloted already. People are trying to twist the issue. If a math teacher got promoted to asst. principal would we have this discussion? No. The position would be filled, as common sense dictates. It would not spur a debate on the overall budget and whether or not teachers got a raise or how much they got. As IndianFan stated before... PNG has HALF the football budget that Nederland has.Everybody get ready for round two...Coach Stone's position will have to be filled. I wonder if Coach Faircloth will have to endure this same crap again. Maybe we should just stop replacing asst. principals...that would make about as much sense.

Uhm, don't know where you have been, but Coach Stone's position has been filled. I am not saying that jobs shouldn't be filled. I AM saying that it is fiscally responsible for anyone to ask question and/or table discussions for a further meeting if there are any questions. AND, if we the people and the board are being misinformed as to what is going on in the district, maybe an investigation needs to take place as to why! Unfortunately we can't call for any such investigation and neither can the board.

OK, Coach Stone's position (head varsity baseball coach) has been filled but now Coach Bevel's (sp?) position (asst varsity baseball coach) needs to be filled.

This is simply to explain the "shortage" that the business manager reported for the 09-10 budget year. She failed to bring forward a balance for the past school year! This is an error that NEVER should have taken place at that level. And, yes, the Board is reliant on her figures. One does not expect that kind of error at her level. And, yes, there have been many other errors where she gave incorrect info at Board meetings. If any of you attended much over the years, you will see that she consistently "did not have figures with her" when asked for by members of the board and/or administration. She answers directly to the supertin tendent only. James Green was always prepared for board meetings and certainly never made an "accounting 101" error at such levels that did, indeed, affect the entire district's budget. I will give those of you interested a site to refer to on the "education" site as that info does not belong here. It should explain some of the administrative problems on a State Audit Report and also show that less than 1% is spent on actual curriculum.

The term "fiscally responsible" keeps getting thrown around. I agree with this concept and think that the citizens of PNGISD has had this in terms of a school board for years. Has anyone thought to ask how long the district has had a HEALTHY fund balance ? With no fund balance we would no longer be just PNGISD . There would be another word inserted into those six ........... CONSOLIDATED ! As in west orange cove consolidated isd. So thank GOD we have had a fiscally responsible board for years. The problem may in fact be DEEPER. As for Coach Stone`s job ............... his position has been replaced ( brevelle ) sp ? but the job has not been replaced. NDNSROCK44 is right , get ready for round two. And SQUAW don`t worry ................. I will not follow in your footsteps. I will do my best to just post my opinion. Thanks for the advice , however .
